聲明:譴責中聯辦干預香港政務聲明 Hong Kong Autonomy Movement Condemns the Chinese Liaison Office in Hong Kong for Meddling in Hong Kong's Internal Affairs, Violating the Joint Declaration and Breaking the Basic Law


一九八四年,中英兩國就香港前途簽署《中英聯合聲明》,以此份具約束力的國際協議確立中國政府對香港的基本方針政策以及具體承諾,務使在主權移交後仍能保存香港固有的制度與核心價值。中國政府在《中英聯合聲明》中聲明,「除外交和國防事務屬中央人民政府管理外,香港特別行政區享有高度的自治權」,以體現「一國兩制,港人治港」的基本方針。及後,《基本法》第二十二條亦明確限制中國政府不得干預香港自治範圍內的事務。

然而,在是次行政長官選舉中,中聯辦及其他中共官員明目張膽地干預競選過程以及企圖操控選舉結果,公然違反《中英聯合聲明》及《基本法》,肆意踐踏「一國兩制,高度自治」的重大原則。這不單單令是次選舉及香港政局陷入一片混亂甚至白色恐怖,更證明中國政府毫不尊重也無意履行其在《中英聯合聲明》下作出的保證。

香港自治運動在此強烈譴責中聯辦干預香港政務,損害港人權益,要求中聯辦就此向港人道歉,亦要求中國政府公開承諾遵守《中英聯合聲明》及《基本法》的所有條款。港人要捍衛自己的城邦,必須同心合力地守護一國兩制,更應以行動宣示決心,並呼籲英國政府及國際社會關注及介入此事。一國兩制的城牆一倒,香港百多年來辛苦建立的制度與文明亦必將不保。香港的未來,就看大家今日的決心,以及採取的行動。

Hong Kong Autonomy Movement Condemns the Chinese Liaison Office in Hong Kong for Meddling in Hong Kong's Internal Affairs, 
Violating the Joint Declaration and Breaking the Basic Law


Peking and London signed the Sino-British Joint Declaration ("Joint Declaration"), a binding international agreement, in 1984 so as to maintain Hong Kong's political and economic stability after the transfer of sovereignty to China. Its essence is the promise that the Hong Kongers are to govern Hong Kong, to write, "The Hong Kong Special Administrative Region will enjoy a high degree of autonomy, except in foreign and defence affairs which are the responsibilities of the Central People's Government.", which is also written into Article 22 of the Basic Law.

It is therefore most regrettable to see the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region ("Chinese Liaison Office") getting involved in the current Hong Kong Chief Executive election, blatantly violating the Joint Declaration and the Basic Law. The Chinese Liaison Office is reported to have been lobbying voters and pressing the Government not to investigate Chief Executive candidate Leung Chun-ying's past conflicts of interests. Peking has in condoning such behaviours brought political chaos into Hong Kong and in effect defaulted on the Joint Declaration.

The Hong Kong City-State Autonomy Movement (HKAM) condemns such violations of Hong Kong's autonomy, Hong Kongers' rights, and the Hong Kong Government's authority. We demand an apology from the Chinese Liaison Office and a promise to abide by the Joint Declaration and the Basic Law.

We ask the British government to perform its duty as a signatory of an international treaty to step in and help resolve the crisis.
