香港自治運動 HKAM 於三月三十一日派出十名成員到英國駐香港及澳門總領事館,譴責英國政府無視中華人民共和國多次違反《中英聯合聲明》,一直未有履行締約國責任。
英駐港總領事奚安竹先生於4月18日回函,答覆香港自治運動及七百萬香港人。

Thank you for letter of 31 March to the British Consulate-General.
The UK Government continue to take our political, legal and moral obligations to the people of Hong Kong Administrative Region (SAR), which derive from the Joint Declaration, very seriously. We are committed to supporting the continued stablity and prosperity of Hong Kong SAR and the preservation of its freedoms and way of life.
The Prime Minister and the Foreign Secretary both raised universal suffrage for elections i 2017 and 2020 with the Chief Executive of the Hong Kong SaR Government, Donald Tsang, during his visit to the UK in September 2011. UK Ministers regularly raise the issue with the SAR government during their visits to Hong Kong. In 2010, the Minister of State for Foreign and Commonwealth Affairs, Jeremy Browne, issued a public statement welcoming the agreements reached on constitutional development. Following the recent Chief Executive elections, I issued a press statement in which I raised full univeral suffrage for the election of the Chief Executive in 2017 and the Legislative Council in 2020. We also raise the issue with the Chinese government at official level at appropriate opportunites.
As you are aware, the Foreign Secretary presents a report to Parliament every six months, which can be accessed at http://www.fco.gov.uk/en/publications-and-documents/publications1/annual-reports/hong-kong1, in which we report and comment on developments in Hong Kong SAR. In the latest Six-Monthly Report on Hong Kong, the Foreign Secretary stated that the best way of guaranteeing Hong Kong SAR's rights and freedoms is for Hong Kong to move to a system of full univeral suffrage. We and other members of the international community will continue to follow closely progress towards this goal.

感謝三月三十一日來函英國總領事。英國政府繼續嚴肅看待對香港特別行政區市民之政治、法律及道義責任,有關責任從《中英聯合聲明》衍生而出。我們矢志支持香港特別行政區繼續繁榮安定,得以保存其自由及生活方式。
香港特別行政區行政首長曾蔭權二零一一年九月訪英時,首相及外相均曾向他提出二零一七及二零二零雙普選之事。每逢特區官員訪英,英國各部大臣均常向他們提出此事。在二零一零年外交及聯邦事務大臣白高敦發出公開聲明,歡迎有關方面就憲制改革所達成之協議。最近特首選舉過後,本人發出新閒公報,提出二零一七年特首選舉及二零二零年立法會選舉由普選產生。我們亦常把握適當機會,於官方層面向中國政府提出此事。
